This is due to the feathers falling out due to a parasite problem.

This is a common problem for cardinals.
The feathers will grow back and the bird will be fine. (see last photo)

MALE in early stages of recovery.
I first noticed this male exhibiting the problem early in the spring.
He has been visiting the feeder regularly, but until just recently
he has had the totally bald head that goes with this problem. About
late September he started showing signs of regrowth of his feathers.
This is a photo from early October.
